MECA stands for high quality, cost-effective professional services.  Every project that MECA undertakes is managed by one of the principals in the company.  The principals, Mr. Michael Noel and Mr. Jack McCubbin, collectively almost 40 years of environmental, health and safety experience. 

 

With over 21 years of professional experience, Mr. Noel serves as the company President.  Mr. Noel holds a Bachelor of Science degree in Environmental Toxicology from the University of California, Davis, and has completed graduate studies in Industrial Hygiene from the University of California, Berkeley.  Mr. Noel has been certified by the American Board of Industrial Hygiene in the comprehensive practice of industrial hygiene (CIH) for 16 years.  Mr. Noel is extensively experienced in all elements of industrial hygiene, health and safety training, hazardous materials management, hazardous materials abatement, including asbestos/lead consulting and abatement management, indoor air quality consulting, and worker exposure evaluations. 

 

Mr. McCubbin, who serves as the company Vice President, has more than 18years of experience in the consulting field.  Mr. McCubbin holds a Masters of Science degree in Environmental Management from the University of San Francisco.  Mr. McCubbin is extensively experienced in Hazardous Materials Management, regulatory compliance, underground storage tank (UST) management, comprehensive facility evaluations, asbestos/lead consulting and abatement management.
