Millennium now has 31 people on our growing team. We continue to expand as our business gains clientele and a reputation for performing superior work. Millennium 's project Team includes Certified Industrial Hygienists, Professional Engineers, Certified Hazardous and Certified Safety Professionals, Data Processing Experts as well as Asbestos Inspectors, Project Designers, Management Planners, Project Monitors, and Licensed Lead Inspectors, all certified in their respective areas of expertise, and many of whom are trained in first aid and CPR.
Millennium’s staff is professionally trained, credentialed and certified. Further, all technical staff undergoes technical training developed and implemented by Mr. Michael Noel, the President of Millennium and a highly respected and experienced Certified Industrial Hygienist.

Mike Noel - President, Chief Technical Officer
Mr. Noel, the President and Co-Founding Principal of Millennium Consulting Associates, has more than 25 years of experience as a Board Certified Industrial Hygienist. As the Chief Technical Officer, Mr. Noel uses his expertise to develop and mentor technical staff and internal programs to assure quality to our clients from start to finish.
Mr. Noel began his career in the Navy, went on to obtain his degree in Environmental Toxicology from the University of California, Davis; and subsequently obtained Masters in Industrial Hygiene at the University of California, Berkeley.
As an experienced and well-respected CIH, Mr. Noel has served as an “Expert Witness” for numerous litigation cases involving human exposure to hazardous materials. Mr. Noel is accredited by the Academy of Environmental Engineers, Indoor Air Quality Association and is a California Certified Asbestos Consultant (CAC).
Mr. Noel has consulted with federal, state and local regulatory authorities, developed health and safety programs and comprehensive data management systems and programs, occupational health programs and worker training programs approved by state and federal agencies throughout the United States.
Jack McCubbin – Senior Vice President, Chief Operating Officer
Mr. McCubbin, the Senior Vice President and Co-Founding Principal of Millennium Consulting Associates, has more than 25 years of experience in the environmental consulting field. Serving as the Chief Operations Officer, Mr. McCubbin is responsible for the strategic planning, growth and development of the firm, as well as day-to-day operations.
Mr. McCubbin obtained his undergraduate degree in Biological Sciences from California Lutheran College and his Masters of Science degree from University of San Francisco. Mr. McCubbin is pursuing his MBA.
In addition to the administrative operations side of Millennium, Mr. McCubbin is actively involved in technical operations, including hazardous materials, environmental assessments and sustainability consulting. Mr. McCubbin is a Certified Asbestos Consultant (CAC) and Certified Hazardous Materials Manager (CHMM). Prior to co-founding Millennium, Mr. McCubbin was the Regional Manager of national consulting firm from 1990 to 1998.
Mark Milani – Vice President, Engineering & Environmental Services
Mr. Milani, the Vice-President of Engineering & Environmental Services, has 30 years of environmental, hazardous material and waste management, geotechnical engineering, civil engineering, and regulatory permitting experience. As the VP of Engineering & Environmental services, Mr. Milani serves as the lead professional on soil, subsurface and engineering services performed by Millennium.
Mr. Milani obtained his Bachelor of Science in Engineering Geoscience and a Masters in Geological Engineering from the University of California. Mr. Milani is a California Registered Professional Engineer (Civil) and a Certified Asbestos Consultant.
Mr. Milani is actively involved in the development of a broad array of technical services, including Air Quality, Storm Water, Green House Gas Emissions Verifications, Hazardous Materials Assessments and program management. In addition to direct project experience, Mr. Milani has been the project/program manager for numerous large projects that require multi-disciplinary personnel. Mr. Milani routinely works with other project team members including the architects, engineers and construction managers to assess project goals, feasibility, budget developments as well as overall programmatic needs.
